Description

Under the direction of the ACCJ Executive Director, the External Affairs Manager for U.S. Government Affairs (EAM USG) has lead responsibility for handling matters related to the U.S. Government (USG) for the ACCJ.

The EAM USG is a critical member of the ACCJ team and works closely with all other departments within the ACCJ office.

Critical Areas of Responsibility:
• USG Relations (information exchange, meetings, Washington D.C. Doorknock, USG Briefings, Embassy Liaison Program, etc.)

• Gatekeeper for engagement with US Government and media

• Administration of the Advocacy Review Process (for any policy positions taken or official public statements made by the ACCJ)

Specific Areas of Responsibility include:
• Provide information, analysis and advice to ACCJ members on Chamber advocacy generally, USG policies and activities that affect their business interests in Japan;

• Advocate at the staff level to the U.S. Embassy and USG representatives in favor of ACCJ positions as expressed in ACCJ Viewpoints and other documents;

• Identify opportunities for ACCJ input into USG activities, such as Congressional hearings, public comment and other written or personal testimony;

• Ensure the effectiveness of the "influence" segment of ACCJ activities, recognized as one of the three primary membership benefits, in the following ways, among others:

• Facilitate the communication and incorporation of ACCJ views into USG policy toward Japan;

• Help refine the expression of ACCJ policy views through the Advocacy Review Process;

• Organize and manage meetings, lunches and other events that will improve communications between ACCJ leaders and USG representatives;

• Lead all logistics for key advocacy events at the ACCJ, including the annual DC Doorknock in Washington, DC; and

• Provide input and advice to the Executive Director, other members of the staff (as necessary) and of the Chamber, regarding their engagement as representatives of the ACCJ with government officials and other key stakeholders.

Major Interfaces:
In the course of executing the job responsibilities outlined above, the USG EAM principally interfaces with the following ACCJ managers and staff:
• Executive Director
• Director of Administration and Operations
• External Affairs Manager for Japanese Government Affairs
• External Affairs Coordinator(s)
• Media Relations Coordinator
• Committee Coordinators (for ACCJ Programs)
• Communications Manager
• Other Communications Staff

During the regular course of business, the EAM USG must interface with ACCJ members, including the:
• ACCJ President
• Board of Governors
• External Affairs Advisory Council
• Senior Executives from ACCJ Corporate Sustaining Members
• ACCJ committee leadership

The EAM USG also interacts with the following external contacts:
• USG and U.S. Embassy representatives
• U.S. and International Industry Associations (U.S. Chamber, USJBC, EBC, etc.)
• Japanese government representatives, as necessary
• Japanese business representatives, as necessary

Other:
The ACCJ staff operates on a team basis. All ACCJ managers must adopt a cooperative approach to their work and be familiar with each other's responsibilities and activities so as to serve as backups and to provide additional support when required.

The EAM USG must have excellent English writing. Business Japanese language ability is preferred.

The EAM USG uses the Microsoft Office Suite (Word, Excel and PowerPoint) and FileMaker Pro on a daily basis.

Masters degree preferred.
