British Columbia Trade and Investment Representative Office (BCTIO-Japan)
(Vanguard AP, LLC)

Position Title: Manager – International Education & Life Sciences

Effective Date: March 1, 2015

PURPOSE OF POSITION
Education Marketing Manager: Objectives
Expected ratio ~70%
1. Promote BC as a education destination
- Develop strong pitch to market in Japan, K-12, post-secondary, specialty/short-stay programs in British Columbia
- Identify key markets, regions, and targets within Japan
- Plan, organize and execute Education seminars, roundtables and other effective means to deliver messaging to the relevant audience

2. Work with BC and Japanese institutes, school districts, boards of education, and organizations to establish partnerships
- Identify new agents
- Support communications between institutes/districts
- Identify potential partners on both sides in complementary areas
- Participate and support participation by BC Schools/Institutes/Agencies in key fairs, and promotional activities
- Play a direct or indirect role in facilitating partnerships and be able to demonstrate this role towards the metrics outlined in the contract

3. Market analysis/Marketing
- Identify and work with local service providers to develop market research and strategies that are appropriate for the Japanese market
- Disseminate this information through networks, social media, and formal reports to Headquarters
- Produce materials that will appeal to the Japanese market
- Identify marketing channels, including journalists, websites, etc.

Life Sciences Manager: Objectives
Expected ratio ~30%
1. Promote BC’s leadership in the Life Sciences
- Develop strong pitch to market the strengths of the Centres of Excellence in Life Sciences and areas of specialty
- Link with key organizations in Japan that can help facilitate messaging around the opportunities in BC (Business partnerships, licensing, research collaborations, etc.)
- Identify key markets, regions, and targets within Japan
- Plan, organize and execute business activities (seminars, outreach, missions, etc.) to achieve targets.

2. Promote partnerships with BC life sciences institutes, organizations, and companies
- Identify areas for potential collaboration that are complementary to Japan’s strengths and/or opportunities
- Organize and/or support events to highlight and profile top BC clients (in-bound and out-bound)
- Provide services to individual clients on visit programs, meeting arrangements and meeting support
- Play a direct or indirect role in facilitating investment, innovation partnership, and/or trade and be able to demonstrate this role towards the metrics outlined in the contract

3. Market analysis/Marketing
- Identify and work with local service providers to develop market research and strategies that are appropriate for the Japanese market
- Disseminate this information through networks, social media, and formal reports to Headquarters
- Produce materials that will appeal to the Japanese market
- Identify marketing channels, including journalists, websites, etc.

General promotion of British Columbia
As a representative office, we are required to support senior official delegations to Japan, broader BC promotional initiatives, and miscellaneous tasks from headquarters. These activities may fall outside of core areas of focus.
- Support and logistics for Senior officials and delegates (Premier, Minsters, Deputy Ministers, senior business officials, etc.)
- Organization and support of broader awareness initiatives – ex. BC promotional events in regions outside Tokyo
- Support Sister city and other regional relationships
- Support of Key Accounts as required

The successful candidate must be able to:
1. Work independently with little direction and little support, including problem solving
2. Integrate effectively in a small office with multiple sector focus and priorities
3. Clearly and professionally communicate in both English and Japanese
4. Develop a strategic business plan that addresses the above objectives, including meeting the metrics outlined in the service contract with the Province of British Columbia, namely: Trade deals (licensing and product), Innovation partnerships (joint research, etc.), and Education partnerships
5. Flexibly respond to changing demands from the Province, the clients and/or incoming requests
6. Demonstrate a clear ability to report in a timely manner on activities, accomplishments, and responsibilities, using the necessary tools (ex. customized version of Salesforce)
7. Give clear and professional presentations on the areas of responsibility in either English or Japanese as required
8. Create and maintain strong networks with the appropriate organizations, agencies, government affiliates, companies, etc., including at a senior level

STATEMENT OF QUALIFICATIONS
1. Language Proficiency: Full Fluency in English and Japanese, (Reading, Writing, Spoken).
2. Experience: Business development experience in an international setting; Experience in business planning, project management, and marketing; and in conducting market research and preparing briefing materials; experience in promotional presentations in either English or Japanese.
3. Personal Suitability: Client service focus; self-motivation and initiative; and good organizational skills
4. Skills and Abilities: Excellent computer literacy using standard office system (MS Word, Excel, Power Point, etc;)
5. Ability to use Social Media effectively a plus

DUTY STATEMENTS: % OF TIME (spent on each key activity under normal operations)

Client Support: 50%
• Developing Market Opportunities and Client Support in Education and Life Sciences
• Relationship building in local market through strategic outcalls, attendance at seminars, education shows, etc.
• Liaising with Canadian Embassy and other partners to support BC Education and Life Sciences interests in Japan
• Partnership opportunity assessment and development
Planning and Managing events: 20%
• Work with Vancouver-based International Education and Life Sciences Sector Managers, and other related organizations, to coordinate recruitment for key events
• Support incoming and outgoing missions in Education and Life Sciences
• Provide briefings to incoming and outgoing mission members on business culture/etiquette, market opportunities, etc.
• Recruit local contacts to attend events, and meet with BC clients.
• Create and deliver presentations in either English or Japanese, depending on the event
Market Research: 10%
• Develop market strategies through key networks
• Identify key opinion leaders and influencers, including BC Alumni
• Develop and review English/Japanese promotional materials
Administration: 20%
• Maintain corporate database and other reporting essential to demonstrate work progression
• Activity reports, including expense reports, hospitality reports, outcall reports and business trip reports

Vanguard AP, LLC. is a registered Limited Liability Corporation in Japan that holds the contract to provide international trade, investment and marketing services for the Province of British Columbia, Canada (hereinafter “BC”). The Managing Director of Vanguard AP LLC. is designated as the BC Trade and Investment Representative and provides services on behalf of the provincial economic development ministry and its partners.
